Instructions
1: Place cubed beef, garlic, and onion in a pot with water. Cook on medium heat for 1.5 hours or until tender. 2: Prepare sauce by placing peppers and tomatoes in a pot of water, fully submerged. Cook until softened. 3: In a blender, combine the softened peppers, tomatoes, garlic, salt, cumin, and water the peppers and tomatoes cooked in. Blend until smooth and strain to remove skins or seeds. 4: Add the sauce to the cooking meat and continue cooking until the meat is tender and shred it. 5: Make the empanada dough by mixing all ingredients until incorporated.
